In a report evaluating the IRS’s plans for reorganization, the Government Accountability Office found that the IRS hasn’t fully addressed key reform practices.

The Taxpayer First Act required that a plan to redesign the IRS be submitted to Congress by Sept. 30, but, due to COVID-19, that plan is now expected to be completed sometime this month. Due to the IRS’s delay in completion of its reorganization plan, “it’s still unclear whether the reorganization plan will have outcome-oriented goals and performance measures or whether it will identify specific actions to address long-standing management challenges,” the report said.
